What is HCS and TxHmL?

Home and Community-based Services and Texas Home Living Services are Medicaid Waiver programs approved by the Centers for Medicare & Medicaid Services. These programs offer individuals and their families an alternative to institutional care. They are administered by Texas Department of Health and Human Services and operated by a statewide network of providers.  

HCS and TxHmL services are individualized, community-based, consumer-driven, and responsive to changing needs. Individual choice is the driving force behind both the HCS and TxHmL programs. By encouraging personal choices, the HCS and TxHmL programs empower consumers to lead lives of independence and self-determination, to achieve inclusion in the community, and to affirm the rights, dignity, and respect of each person served.

What services are available


 Residential: The HCS program offers individuals a choice of living in their own home or family home, a small group home where no more than three persons live, or a host home / companion care home.

 Case Coordination: Coordination of an individual’s services to ensure his or her wants and needs are being met.

 Respite: Short-term relief for the primary caretaker in emergency or planned situations. This may be in an individual’s own home or one of our group homes or host home / companion care homes.

 Individualized Skills & Socialization: We offer our own on-site day program, which incorporates a wide array of activities and training programs to meet various levels of need, including daily livings skills training, vocational training, opportunities for community inclusion, skills development, and recreational and social activities.

How much do these services cost?

HCS &TxHML services are provided at no cost to persons enrolled in the program and to their families. However, recipients who are in need of residential placement out of their natural homes will be charged a fee for room and board.

Who is eligible HCS?

Tejas' HCS Programs are certified to serve children and adults with intellectual & developmental disabilities or related conditions diagnosed by the age of 22 and who:

 Are SSI eligible
 Need supports to avoid institutionalization
 Meet level of care criteria
 Require services within state limits
 Are not enrolled in another Medicaid waiver
 Have a referral from the HCS Interest list

HCS differs from other community-based Medicaid programs in principle and practice.

 It is based on a belief system, not a set of regulations.
 Its program model is the family, not the hospital, nursing home, or institution.
 Its driving force is individual choice.
 Its services are customized to individual needs.
 It is committed to empowering its consumers to enter fully and independently into the life of the community.
 It limits alternate living arrangements to three or four persons with disabilities who choose to live together.
